The building must have an architectural style ad type that is unique, innovative, rare and so on. It should be unique in the history of Chicago buildings and the craftsmanship should justify it.

It should represent some kind of culture, a theme that justifies its purpose. The building having all these qualities should have similar features of community or neighborhood monuments.
